According to the French tourist-board you are allowed to use the blue badge with the wheel-chair symbol in France. You can park at the places designated for disabled, but if you have to pay or not is different from city to city. Some cities as Paris and Toulouse have decided to not charge disabled, but if you are going to other places, you have to ask either the city council in the city you are visitng or the tourist board.

It’s not clear if you can use your blue badge at ordinary parking places and a) go past the limited time or b) use it for free, so I wouldn’t count on that!
